DSEAR Compliance: Getting the Fundamentals Right

DSEAR Compliance: Getting the Fundamentals Right

The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) require organisations to identify, assess, and control risks associated with fire and explosion. While the principles are well established, many organisations still face challenges in demonstrating effective compliance.

DSEAR applies across a wide range of environments, from aviation and industrial settings to building services systems, where flammable liquids, gases, or combustible dusts may be present.

What DSEAR Requires

At its core, DSEAR is about understanding risk and implementing appropriate controls. This includes:

  • Identifying dangerous substances and how they are used
  • Assessing fire and explosion risks, including explosive atmospheres
  • Eliminating or reducing risks so far as reasonably practicable
  • Controlling ignition sources
  • Implementing safe systems of work and maintenance procedures
  • Ensuring training and competency
  • Maintaining clear, up-to-date documentation

Common Gaps in Compliance

In practice, gaps are often related to structure and evidence rather than a complete absence of controls:

  • Undocumented or inconsistent working practices
  • Limited training and competency records
  • Incomplete risk assessments, particularly around ignition sources
  • Gaps in maintenance and inspection records
  • Insufficient consideration of ventilation, dust, or vapour risks

Recent project work across sectors, including aviation operations and building systems such as biomass heating, continues to highlight these recurring challenges.

A Structured Approach to DSEAR

Effective DSEAR compliance is best achieved through a structured approach:

  • Assess hazards, substances, and activities
  • Identify where explosive atmospheres could occur
  • Control risks through appropriate measures
  • Document systems and evidence
  • Trained and competent personnel to ensure safe operations

DSEAR Advisory

At EPIT Group, we support organisations across multiple industry sectors with specialised consultancy services in hazardous area classification to ensure compliance with DSEAR.

Our experts assist in determining the applicability of DSEAR to operations and guide organisations in achieving compliance. This includes DSEAR surveys, risk assessments, and verification of hazardous areas, ensuring risks associated with dangerous substances and explosive atmospheres are effectively managed.

We also provide advice on hazardous area classifications within the workplace, helping define appropriate zones for the safe installation and use of equipment in areas where explosive atmospheres could occur. Our assessments are supported by detailed documentation, including drawings and calculations, to inform safe design and equipment selection.

While we advocate industry best practice and standardisation, our approach is not one-size-fits-all. Our engineers deliver solutions tailored to each client’s operational needs, with a focus on practical, cost effective, and safety led outcomes.

Key Takeaway

DSEAR compliance is not simply about meeting regulatory requirements—it is about ensuring risks are properly identified, documented, understood and controlled.

As recent project experience demonstrates, even well-managed sites can benefit from a more structured approach. The key question is not just whether controls exist, but whether compliance can be clearly demonstrated.
